3administration shall require each executive branch agency to identify each position
4for that agency funded in whole or in part from general purpose revenues that
5became vacant during the preceding fiscal year. In each fiscal year in the 1995-97
6fiscal biennium, the secretary shall ensure that no executive branch agency fills a
7number of full-time equivalent positions funded from general purpose revenues that
8become vacant exceeding 75% of the total full-time equivalent positions for that
9agency funded from general purpose revenues that are identified under this
10paragraph for the preceding fiscal year. Notwithstanding section 16.50 (1) (a) of the
11statutes, the secretary shall require each executive branch agency to submit
12expenditure estimates for the filling of all vacant full-time equivalent positions
13funded in whole or in part from general purpose revenues during the 1995-97 fiscal
14biennium and shall withhold approval of any expenditure estimate for the filling of
15a position that is inconsistent with this subsection.

24if the agency were authorized by law to do so, including specific types of sponsorship
